Yes, the floodlight and solar panel are weather-resistant for outdoor locations and are IP44 rated.

Please note that, while the solar panel and floodlight are weather resistant, the connection between two cables is not. To minimize the possibility of water damage, tuck cables somewhere dry or wrap them with electrical tape.
